Drugs do not need to be thoroughly tested, they need to be tested on a cost benefit scale. Something that a handful of dying people will receive doesn't need the same safety standards as boner pills. Technologies like mRNA seem like they would work well in bespoke medicines, but mass experimental vaccination with something that affects DNA was a terrible idea.
What made things worse was there were clearly effective drugs and treatments like rescue inhalers and vitamins which were being blocked to force the vaccines and put people on ventilators where they died at huge rates.

That is because these aren't a single virus but a huge variety of viruses with the same symptoms. Some years the influenza virus is a single digit percent of flu like diseases.
Governments should be helping people make lifestyle changes that limit the growth of and transmission of disease - but are prioritizing the commercial real estate by pressuring companies to return to work.
conflict of interest from govs paying billions (trillions) to companies in secret contracts while heavily pressuring population to get it.
These companies are too big and their incentives are aligned to products instead of producing methods and technologies. The economics of drugs make it unprofitable to have a health care system and instead we have a drug system.
It is a market failure because we socialize the costs of illness while privatizing the sale of medicines meaning there is no profit to be made on making health improve. If for example companies made money by how much they reduced illness (from a government illness fund/program) then cheaper and better health would be what is profitable to deliver.
